There's already a MAINTAINER.md... should this be renamed to COLLABORATOR_GUIDE.md for consistency with other foundation projects?

Agree. We have a CONTRIBUTING.md already, can we add it to that?
Edit: ah, I see that node core has both COLLABORATOR_GUIDE.md and CONTRIBUTING.md, what's the difference I wonder

CONTRIBUTING is for people who want to contribute (e.g. I want to raise my first Pull Request).
COLLABORATOR_GUIDE is for collaborators (e.g. someone just raised a PR, I want to run CI on it and decide whether to LGTM). Collaborators are a subset of contributors.
Basically anyone can contribute, but only people in the right @nodejs/ team are Collaborators.
