Hello Richard,
Yes, it is entirely possible that VBR mode is broken - I'm afraid that I have never actually used VBR mode for my own use and I am not sure which decoders it should work with.
If you able to investigate further, that would be great, otherwise I am tempted to remove VBR mode completely. For the types of application that MP2 is useful for, it is my opinion that CBR is preferable anyway.
Perhaps a good start would be to check older versions of TwoLAME and toolame, to see if it used to work.

Pull request #34 patches this vbr encoding.
I think it should work but feel free to report your own results.
