You can get the expected behavior with:
honcho start migrate
There is nothing about honcho (or foreman for that matter) that makes assumptions about the process being long or short lived....
And in any case since the goal of the project is to provide a similar (and eventually mostly compatible) interface and as foreman, adding new semantics (if this was not supported) would be something to think about seriously first IMHO

True, but if you add a migrate
process type to the Procfile, it will start if you run honcho start
(with no other arguments). To my mind the Procfile is a definition of long-running processes.

IMHO, if you want something for one off short lived commands to run in some kind of background way you might better off using things designed for this purpose such as nohup or a screen/byobu

I'm going to close this. I don't have any intention to add this feature to Honcho in the near future. I'm not really sure I see what this adds over a directory with some shell scripts in...
