It also says error while parsing apexOs.vim

Also, what version of Vim and OS you are using?
Normally missing required config values would have been caught and reported on plugin load, i.e. before you had a chance to issue :ApexRefreshProject.

Btw, the syntax highlighting is very minimal. Its almost as if its not there. Is that normal?

Have you tried different colour scheme?
I would expect keywords like void and String to be highlighted.
Other than that, in terms of syntax highlighting, your screenshot looks about right.
