We don't have a good way in the UI to present "either/or" field requirements. Parent isn't required if you specify a namespace, and namespace isn't required if you specify a parent, so the net effect is that neither is considered "truly required" for the purposes of the CSV form. May require some consideration to determine how best to address this - one possibility could be to follow the pattern we've established elsewhere in code and just default namespace to Global if neither namespace nor parent is specified?

That would certainly work. I'd guess would need adding to the docs to provide awareness that's the expected default.
