Is the DEBIAN_FRONTEND=noninteractive environment variable for a dist-upgrade essential?

That’s the recommended way for doing stuff like this in docker, pi-gen
etc.. you don’t want an interactive configure dialog when installing or
upgrading.
Other programs might also want various temporary env variables

After taking a first look into this issue, the raspberrypi-sys-mods package seems to be the show stopper. The following setup demonstrates this package's failure in our emulation:

After booting the created image and unholding this package, the dist-upgrade works flawlessly.
