To solve it, I found an existing libxml2 library (some StackOverflow post pointed me to one) on my system, provided by the macOS SDK inside Xcode, and added it to cmake's path:
$ cd metadata-generator
$ cmake -DCMAKE_PREFIX_PATH=/Applications/Xcode.app/Contents/Developer/Platforms/MacOSX.platform/Developer/SDKs/MacOSX.sdk/usr/include/libXML2 -B build
