To solve it, I found an existing libxml2 library (some StackOverflow post pointed me to one) on my system, provided by the macOS SDK inside Xcode, and added it to cmake's path:
$ cd metadata-generator
$ cmake -DCMAKE_PREFIX_PATH=/Applications/Xcode.app/Contents/Developer/Platforms/MacOSX.platform/Developer/SDKs/MacOSX.sdk/usr/include/libXML2 -B build
-- Found LibXml2: /Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/Library/Developer/CoreSimulator/Profiles/Runtimes/iOS.simruntime/Contents/Resources/RuntimeRoot/usr/lib/libxml2.dylib (found version "2.9.4")

That said, it doesn't help with the Xcode project generation:

Shortening the prefix path to cover more of the directory tree seems to have worked:
cmake -DCMAKE_PREFIX_PATH=/Applications/Xcode.app/Contents/Developer/Platforms/MacOSX.platform/Developer/SDKs/MacOSX.sdk/usr -B cmake-build -G Xcode
