You either need the latest version of Windows 10, or your card is really bad at mining Ethereum. Or maybe drivers.

According to a Google search, you should be getting between 14mh/s and 20mh/s depending on how much you tune it.

That makes me think that you need this update.

Before I had it I was stuck at 2.5mh/s on my GTX 1070. Afterwards... 32.5mh/s, although I dual mine around 29.5mh/s + 350mh/s PASC now.

It is not the operating system. . > 99.99% of the mining code is independent of the O/S. Check firmware / drivers on your card as a start, and run good, old hardware diagnostics on everything .. because if it is a hardware problem, then that problem will persist no matter what o/s you run.

Except for Windows 10 and GeForce cards, there's a well known bug that manifests and absolutely tanks mining performance. If you've checked most other possibilities, pretty soon you'll rule it down to that. There's quite a few forum threads covered with "Thanks, nothing worked but the Win10 upgrade" posts.

If you bring up winver, check if you're on v1703 - if not, give the above link a try.
