I noticed this - I'm pretty sure this is a bug in the website, sending invalid robots.txt data. The alternative is a bug in robotparse, which is a built-in python lib...
In this case, we just ignore robots.txt, which I think is justified.
A robots.txt file must be an UTF-8 encoded text file

If you can prove otherwise, i.e. a valid robots.txt file that generates this error, then I'll reopen!

Could the error be more intuitive?
I mean, actually listing which is the route of the file not being decoded. Seems to persist a lot.

Ok, I've pushed a change that tries a bit harder to parse the robots.txt file and improves the logging.
