Munki is generally stateless. As you acknowledge, you should be able to just examine the Installs.log to look for multiple install attempts.

I'm not sure this is necessary. In theory, you should be testing your packages before deploying them to make sure they don't end up in an installation loop.

That said, if this were implemented, it would probably not be a count of how many times it's installed. It would probably be a check right after installing the item to see if it's installed (whether through receipts, an installs array, or an install check script).
