Investigate estimated unban time display about dcs-slmod HOT 1 OPEN

Due to how penalty scores are implemented I do not think this is practical. Some servers are set to keep full penalty for the duration, others could have it degrade at default or near default values, so the the solution can only be done via iterating through all of the penalties and feeding it different time scales to get an idea of what the penalties would be like X days from now. If push comes to shove it is doable, but for this sprint I am not going to do it in full. If this is highly desired please say so.

In the short term I added a change to display penalty points needed if reallowLevel is set. Basically it will display a message like: 'You are autobanned from this server with: 64 penalty points. Unautoban occurs below 50 points.'
