Don't meant to be pedantic, just want to confirm:

Does this happen to all heists that start in stealth?
Does this apply to normal cop spawns (not just guards)?
Does this happen in any specific difficulty?

Okay, the issue seems to be a lot more than just the fast guards. It is exclusive to Death Wish difficulty. I don't have Eclipse unlocked yet so I can't say if that difficulty has the problem too.

I've tested it with multiple heists that start in stealth and it appears to do it on all of them.

Yes, it appears to be all AI: guards, cloakers, and first responders all do it. But for some reason no enemy groups are spawning once the assault wave kicks off too.

the issue happens cause you're playing on an unsupported and hidden difficulty, eclipse is 4 skulls and it's not supposed to go beyond that, the reason why you're able to play on death wish is cause of your crime.net filters transfering from vanilla, reset them and the issue will be solved

eventually we'll look into a way to automatically reset filters for new players
