Should this be done just in the debian package or generally by waf?

Since they are commented, the could just be dumped into /etc/

If it's done, it should be done everywhere (i.e. in waf), I think.

From the perspective of users that compile their own I guess there isn't any good reason to install as they can take/look at from the source.
Otherwise seems better if installing to place in /usr/share/doc/mpv/examples as that's what they are, examples.
Taking a look at debian sid they are using /usr/share/doc/mpv/examples for these .conf's
(& for some reason what's Tools/lua to /usr/share/doc/mpv/examples/lua, none of the other Tools/* get installed in Debian
from mpv-build.
