You have identified one of the two main reasons: the server needs to know if a payload hash was calculated. Making it required for all requests is a non-starter. The server can choose to be very selective in when to enforce this restriction.

But a bigger issue is the availability of the payload at the time of HTTP authentication on the server. For example, if implemented as an Apache mod, Hawk will not be able to access the fully decoded payload. Same goes for most web frameworks in which authentication happens prior to payload parsing.
