How can we deal with that? Is there a new plugin that needs to replace Wagon for the use case of downloading resources from a web server?

I also stumbled across this issue. The problem is, that the wagon-http does not support remote file listing anymore:

This kills many usecases of the wagon-maven-plugin especially the list goal

for the time being, i downgraded maven to 3.6.1, just to get the wagon piece to start working again. short term solution but works for me.. https://repo.maven.apache.org/maven2/org/apache/maven/apache-maven/3.6.1/

Have you tried adding a dependency section to the <artifactId>wagon-maven-plugin</artifactId> plugin?
