This is a limit of webpack. To solve it we would need to rewrite most of HMR internals.
So far we have not found this feature to be worth the cost of implementing.
I have been rummaging around in the internal webpack runtime for v7 - so i had some theories. But its not trivial.
HMR works via socket connected to client from host. federation would require all builds to interconnet each others graphs via sockets since HMR requires disposing the parent module. So the remote needs to know who its parents are.
