This was done by @ronald-jaepel (#153 ) except for the specific SUNDIALS version. Should this issue be closed or stay open for the vcpkg SUNDIALS include?

AFAIK, even if we get sundials working on vcpkg, installing the correct version into modern Linux distros is going to complicate the installation process again.
((SUNDIALS<=3 was last supported for Ubuntu 20.04 for example. A bit of Google-Fu turned up "manual" ways of installing old packages, but that seems like it invites headaches and long incompatibility chases.))
My suggestions is to keep the working system we have with the packaged SUNDIALS.
