it does install after removing the build tools only installs (seems to be missing the libraries/headers or some configuration related to them), and installing the full visual studio 2022 IDE, with all the build tools from 140 to 143.

all other non-compiling pip libraries install fine, like numpy. your attempt to compile something (on windows) results in the funny business. all other pip libraries do not require setting up any other compilation environment.
as said before: installing full vs2022 will setup the environment correctly, but any of this should not be required, to use moderngl. pre-compile for windows, always.
