I would guess that you need to update these 2 lines https://github.com/microsoft/vstest/blob/main/eng/SourceBuildPrebuiltBaseline.xml#L18-L19 to target 8.0.1 instead of 8.0.0.
There is no way for us to remove these prebuilt as long as we are inserted into both net8 and net9.
@MichaelSimons Could you please confirm or provide guidance here?

I am just seeing the comments on the related PR so I see that what I said is not accurate. I have no idea how to fix that.

Yup. the exclusions were okayed, because we are excluding net8 bits when building for net9, and we cannot avoid restoring the net8 bits.
