[cairo] Build error on arm64-linux about vcpkg HOT 4 OPEN

  prop = meson.get_external_property('ipc_rmid_deferred_release', meson.is_cross_build() ? 'false' : 'auto')

This line is in cairo master now, but not yet in a released version. You could add this patch:

This should be a community triplet issue, I can't reproduce this issue on x64-linux.

I tried adding it temporarily to my pipeline but still encountered the error. According to the logs, my patch skip_cross_check.patch wasn't applied, and I'm not sure why. What might I be missing?
