Differentiating between primary and follower is not very useful here because each node has its own view of what the primary is. To get a full picture of all nodes this information would have to come from the KV and stored as node_data, however, that happens as part of governance and is not what we want here.

When moving to containers, microsoft/CCF#4705 will address the issue and allow an executor to store metadata that can then be retrieved for all executors on a single endpoint.

In the meantime, the only thing that really makes sense and should be good enough is to expose a node-local endpoint. The metadata would be assembled from constants compiled into the code. If nodes are behind a load balancer and not individually accessible then you will get the metadata from a random node, but I think assuming the network is in a stable state is good enough in the meantime until we switch to containers.
