@elliottfieldsjr This is appears to be due to a GPRegistryPolicyDSC bug with a fix that has not been released yet.

Just FYI, GPRegistryPolicyDsc 1.3.1 includes the fix that should resolve this issue. If the dependency could be updated for the next release of PowerStig, that would be great.

As a workaround I am using the "Enable-TlsEccCurve" and "Disable-TlsEccCurve" PowerShell CMDLets to set the value at the end of the PowerSTIG deployment and have added V-253363 to the SkipRule section.
Enable-TlsEccCurve -Name NistP384 -Position 0
Disable-TlsEccCurve -Name curve25519

Turns out this issue is the Windows 11 equivalent of #881. That issue appears to have been closed prematurely since the required GPRegistryPolicyDSC fix was never released to the PowerShell Gallery (dsccommunity/GPRegistryPolicyDsc#36).
