[Build] Cmake install debug and release configuration about onnxruntime HOT 3 OPEN

Python version >=3.8 is now required for build.bat/build.sh (previously >=3.7). Note: If you have Python version <3.8, you can bypass the tools and use CMake directly.

How can I do that?

Installed - yes, but building it involves lots of cmake arguments, and for that reason you may want to use build script.
Specifically, the install location needs to be specified, the default on Windows is Program Files.

I already build onnx for inference and I can build c++ sample.
I can install onnx in a specific folder using -DCMAKE_INSTALL_PREFIX :

usually when I use cmakelist.txt to build a project output lib name are different
I can see in install project that debug and release name are the same. In build project there is a debug and release folder
