Feature doesn't apply to Windows 7.
Current workaround for Windows 8+ is to keep running with Network Detector off.
Side effect:
- users with direct upload mode (insiders, MSFT, etc.) on metered networks on Windows 8+ would still upload telemetry without respecting network cost, i.e. we could have managed this scenario better with Network (cost) Detector running.
But users in PROD in Win 10 UTC mode are unaffected. UTC transport layer properly respects the network cost even without Network Detector in SDK.

Recent NetworkDetector changes + change of the runtime to clang c++ STL should have resolved this.
Not observed on latest. Monitoring and to close if no repro.
