Well, i solved this issue !!
git clone https://github.com/microsoft/CBL-Mariner.git
cd CBL-Mariner
git checkout 1.0-stable
cd toolkit
sudo make iso REBUILD_TOOLS=y REBUILD_PACKAGES=n CONFIG_FILE=./imageconfigs/full.json

Looks like a version of kernel-headers, which hasn't been released yet. Please make sure you're using the toolkit from the 1.0-stable tag and not 1.0-dev branch by accident. If it's still an issue, please let us know.

I am also having this same issue, and have tried on multiple computers, vm's and physical pc's. I am sure that I am using the stable branch.
