Moving function execution out of UserProxyAgent to be an openai util about autogen HOT 6 OPEN

I think execute_function is more related to execute_code than openai. I'm also considering adding functions like executing code in REPL or executing function in docker.
Another question I had was where to look for the function. Currently we have a function_map in UserProxyAgent. If we move execute_function out, where would it find the function to call? I guess we can put the map under the context in the create() function.
@JieyuZ2 @ekzhu @gagb @BeibinLi any suggestion about what needs to improve for code/function execution?
