fyi - in case anyone else ends here. I went through Azure support and they acknowledged it as an issue:
I was able to reproduce the behavior described on your previous communication as well precisely, seems when refreshing the application insights map tile in dashboard, we can see app map component info but specifically when trying to scroll into it, it zooms out and then we cannot locate the components again either with the sliders or scrolling. So, it looks that this issue may not be specific to your environment but a glitch on this UX dashboard navigation behavior for any user. I will be reviewing this with my team and will get back to you with the update on how to proceed on this behavior.
