I tried some older versions like 0.9.1. Problem is the same.

The Windows binary was compiled with Visual Studio 2010. Unfortunately, the Microsoft compilers don't support Windows 2000 any longer.

Is dvisvgm ready for cross compiling? I.e. configuring with --build=linux-gnu --host=i386-mingw32. (I successfully use that approach for cross compiling gcc with build != host != target. It is much easier than native win builds.)
Then it would be possible to build my mingw32 executables.

If you want to build dvisvgm for use with MiKTeX, cross-compilation is not possible because the MiKTeX SDK relies on MS language extensions for the COM interface. The upcoming MiKTeX 2.9 won't support Windows 2000 any longer either.
Alternatively, you can use TeX Live 2010 which also provides a dvisvgm binary.
