Document RTCIceTransport about sprints HOT 4 CLOSED

The RTCIceTransport page is mostly done now; just the Examples section left to do. Next up: the subpages.

The RTCIceTransport interface, all its members, and all types and interfaces it depends upon are documented now.

Turns out that Firefox does not implement RTCIceTransport yet. Nor does Chrome. So… that’s a sprint task that was largely pointless. At this point, I’m going to just get the new stuff added to GroupData, then find something else to work on for the remainder of the sprint. No point in spending time with the BCD updates, examples, etc, for an API nobody supports.
