You should be able to call configure method to change that.

It's only work if I stop BackgroundGeolocation first. When I call configure without stop, it can't update notificationText. Is it designed to stop first to update text?

Currently it can be set only from configure method. You can't dynamically update it. So, this is a feature request than an issue. Can close the issue.
