I don't know that there's a formal specification here, but this is what I'm reading for SIGQUIT:
The SIGQUIT signal is sent to a process by its controlling terminal when the user requests that the process quit and perform a core dump.
e.g., it shouldn't wait around for the child processes to exit, or exit cleanly.
I've merged some changes recently that wait for child processes if you send SIGINT. Maybe try a recent version?
