I just tried VS 2015 and it seems to have way to much bugs in its C++14 implementation to make iod compile on this platform. Regarding your problem specifically: replacing and by && is a workaround, but it won't make iod compile.
You should try clang on vs2015, it has less problems with c++14: https://blogs.msdn.microsoft.com/vcblog/2015/12/04/clang-with-microsoft-codegen-in-vs-2015-update-1/
