This is caused by bug in SHW: score is 1213, but when k is set to 1213 score is not found (it is found for k >= 1214). I investigated this and found that if I turn off the strong reduction for the first block everything is ok, so it seems that strong reduction is too strong. I will investigate this further.

Bug is mostly fixed, there was a problem with too strict reducing of band. However, I should investigate more and be sure that bug is removed, also I should see if there could be some other similar mistake.
