Yeah, it should be possible to manually resolve any missing tilesets later, since often it means a problem with the relative paths rather than not having the tileset at all.

If the tileset is an external tileset (*.tsx) and the tsx file is found but the image file is not found, tiled will allow loading the map but doesn't display the image (looks like an empty map).
