I'm having this same issue on v2.3.1
from security-package.

The same issue for reCAPTCHA module version 2.2.2 and v3 type

Due to significant refactoring and UI changes in Admin Panel for reCAPCTHA module in the scope of security-package for 2.4.x release, this bug is not actual anymore.
- This case was fixed and should be delivered with "msp/recaptcha" version
2.2.3for 2.3.5+ Magento releases - This case was fixe and verified for
security-packageand should be a part of the next 2.4.x release of Magento
from security-package.
