Because I don't want to. I build projects that are useful for me and then release them to the public in the hope that others might find them useful. If developers want to use it great, otherwise if lack of tagged releases is an issue for them yet they still decide to use it anyway, that's on them.
The master branch always contains the latest version in case you were unawares. On a very rare occasion I might fix an error in the readme or the change history, but won't ever update the code (if I do it's a mistake).

I was pondering this today. Considering the size of this project and it's increasing usage it's probably worthwhile being a little more considerate to people who might find this useful. I did a new release and I've experimented with a release tag for this one. Is that the kind of thing that would work for you?
The tag is "0.11.15".
