So I was able to track down the root issue. My version of driver has separate TX and RX ring structures. I see in the file LINUX/ice_netmap_linux.h
the following section:

So the question is, how do I define that for the build?

That should be automatically selected by configure. If it is not happening, there is something I should fix. First, however, make sure that you are using a clean repo, since configure may be confused by files from previous runs.
