TER release version 13 about staticfilecache HOT 6 CLOSED

Unfortunately, if I have a non-composer installation with an extension and a dependency to staticfilecache, it needs to be in the TER.

@rafu1987 Even there is a dependency to staticfilecache you can download it from github and upload it in your projekt.

sorry, but TER is not such important anymore. If you have any clue, what this error "Reason: Details could not be extracted from the provided file." in the GitHub Actions means https://github.com/lochmueller/staticfilecache/actions/runs/5598254813/job/15164069502 than send me a short info. Currently, I have not much time to fix the broken TER upload...

TER publish works again. Problem was the "declare strict" in the ext_emconf.php. Version 13.1.3 should appear in TER shortly.
