So now that we have multiple config options to be chosen ar run time, we need to either create multiple templates per network or a dynamic one that includes all values. To be discussed with @fchavant

This cannot happen until we merge core testnet and mainnet constants and
config files into one file. so please mark this as suspended until we have
completed that work in core.

After closing LiskHQ/lisk-sdk#398 and LiskHQ/lisk-sdk#2180 ongoing, we can think about this idea again. Please, @abelboldu and @fchavant be aware.

This will be possible after LiskHQ/lisk-sdk#2234 and #100 are merged: cloud.docker.com will just need to be configured accordingly (build one lisk/core image on every tag).
