There currently is no working write support for the sd card but as soon as that gets implemented you should be able to use the latest commits and a buildroot with a custom init script to load a debian partition on boot. I have done this before and it works well in read only mode but then again, apt wont work without write support. Also why do you need apt on a system that doesnt have internet?

sudo is useful in general, and apt is useful as it still lets one install deb packages with better awareness of requirements and the like for packages, even when installing things totally offline.
