Unfortunately no. The friend list API is not provided.
You should keep user's information when received added as friend event or anywhere.

yes, because.. I try with userID or phone number.. return 'invalid user'.

There is no way to get user MID actively. However passively can do that.
MID information is contained request payload from user (i.e. bot's friend).
Example:
Please refer official documentation and echo bot sample.

I have tried it, it works.
But, why the Callback URL was called twice per event?
