The leaderboard must be manually enabled by the broadcast creators.
In officially published broadcasts on https://lichess.org/broadcast the leaderboard - which is calculated only by the games and results that are broadcast and doesn't know tiebreak rules etc - will usually be enabled when the team thinks it's appropriate and not misleading (misleading because not all games are broadcast, tiebreak rules etc)
In Norway Chess for example the rules and scoring system were too complicated for the automatic leaderboard. Instead we manually added leaderboards to the Overview sections in both broadcasts to let users know the updated standings after each round.
