allow TCOD_sys_accumulate_console to target a specific area of the display about libtcod HOT 5 CLOSED

TCOD_sys_accumulate_console isn't future proof so it hasn't been a priority. TCOD_sdl2_render_texture has taken over as the main way to handle this kind of thing:

Make your own SDL window so that you have full control, use TCOD_sdl2_atlas_new to prepare a libtcod tileset for rendering to it, call TCOD_sdl2_render_texture to render a libtcod console to an SDL texture, then blit that texture to your main renderer using whatever options you like.

TCOD_sdl2_render_texture isn't 100% stable, the API might break if I find a better way to handle the objects it wants to modify.
