They may be seen ask acting as a warrant canary:

It is worth noting that they all had zero until April 1, 2018 (Reporting period: July 2017 - December 2017):

This would be more a thing for Let's Encrypt's website to do than the server software, for that reason I'm going to mark invalid

The concept would be best discussed in a Let's Encrypt-specific forum rather than Boulder. Going through the About page I don't think we actually have a public list for such comments at this time. While invalid, I'll assign myself and close after letting you know a better place to bring the discussion.

There isn't a great place, but the ca-dev mailing list is probably most appropriate.
If you're just asking the question "Do we have a warrant canary?" then right now the answer is no. We're aware of the concept and it has been considered, we don't have much to say about it right now beyond that.
