This is a deployment issue, not a software issue. From the POV of the AM, the elements that it monitors are untrusted. So relying on them to be polite and stop doing things when the AM goes down is nonsensical. The deployment environment should watch the AM (quis custodiet ipsos custodies?) and lock things down when the AM goes bad.

Reopening until we have a separate repo to track deployment issues. This is a CPS requirement so it's important that we track completion on it.
