Rename README.oracle_fdw to README.md about oracle_fdw HOT 5 CLOSED

I chose the name before I put the code onto GitHub, with the idea that one can tell what this README is for once is has been installed in the PostgreSQL documentation directory.
Of course I could rename it during installation, but I thought it would not be necessary because everybody can see (like you did) that there is a README file in the source.

I have solved the problem by adding a symbolic link.
That seems to work.

It doesn't seem to be parse as markdown though, it may need the .md extension.

Well, it is formatted to be read as ASCII.
It might not look too good as markdown.

yes, I see indentation missing in from of the formated stuff and a couple of other things here and there.
