I am afraid that I won't be able to help much with that.
If you had control over the machine, you could strace
the PostgreSQL backend process and see which file Oracle complains about. It could be a bug in oracle_fdw, but since I have never seen this error before, it might just as well be Amazon's bug in setting up Oracle.
Does it work with an unencrypted connection?
I am afraid you'll have to try your luck with Amazon. Send them detailed instructions how to reproduce the problem. They should be able to run strace
. Understandably, Amazon is more interesting in getting paid than in fixing the problem.

Unfortunately AFAIK it only works with an encrypted connection, I haven't been able to connect otherwise at least. That's fair, there are a lot of variables and places where the issue could be located, as you said.
Thanks for the strace
tip, it's not as straight-forward with RDS to check this myself since it's hidden from the user. But yes, at least AWS should be able to do that since they have access to the underlying Linux server, I'll pass that along.
Thank you, I will close the ticket and try to provide AWS with more details. Ultimately I can just build some middleware instead if it comes to that.
