I should have been more clear, my mistake.
If I removed the "test:" section from the setup it worked just fine, at least appeared to. By "blowing up" I should have stated the rails server would not start locally.

Great, could you try to produce a failing test in the Cucumber suite?

I just tried re-building my app with Figaro this evening and it worked! No error. Not sure if this is magic or what, but I am closing this out. I wanted to use this gem and I am happy I can. Happy Holidays.
