In case you're interested, I've discovered a potentially significant barrier to running terraform against vcsim: vmware/govmomi#1345

Terraform code is no longer present in the repo as it was deprecated, the original issue is still valid though.

I'm revising this issue to focus only on the create workflow. The issue was too broad. It was more like an epic. I will open up new issues for further work around vcsim.
