I found my error. pdf2svg was not in PATH.
As for using display, I found that adding a MIME type -- display("image/svg+xml",fig), is crucial.

@snirgaz: PGFPlotsX checks for pdf2svg when you add the package, and complains about not having it. Did this not happen for you?

The complaint is unfortunately silent now since it is being redirected to the log file. Not big fan of this tbh.

I apologize for the slow communication. I have managed to solve the error by rebuilding the package after including pdf2svg to PATH. As per the above question, PGFPlotsX did not complain about not finding pdf2svg.
